Are there exceptions to administrative fees?

Exceptions are approved very rarely. LTI may waive the 8% fee in the case of a fellowship, but this is very rare. Gifts typically reference research support, but a fellowship is educational support. CMU always takes the 12% administrative fee and exceptions are extremely rare.
